Power control systems (PCS) and NEC 705.13

The 120% rule is a static calculation: bus rating times 1.2, minus the main, is what is left for your inverter. It is conservative by design, because it assumes nothing is watching. A power control system is the alternative — equipment that is watching.

The idea

A PCS monitors current on the busbar and conductors and limits source output in real time so the rating is never exceeded. Because the limit is enforced rather than assumed, the fixed arithmetic does not have to be satisfied in the same way.

705.13 permits a multi-source PCS to limit current and loading on busbars and conductors supplied by interconnected power production or storage sources.

The 2023 language shift

In the 2023 NEC the section moved toward energy management systems and directs readers to Article 750. That reads as a simplification and caused real confusion, because a PCS is a specific subset of an EMS performing an active safety function — not merely a load-management convenience.

Practically: describe what the equipment does on your drawing, cite the listing, and do not rely on the section number alone to communicate it. An AHJ on the 2020 cycle and one on 2023 will look in different places.

A service upgrade is often the largest single line on a residential quote — panel, permit, utility coordination, sometimes a trench. Avoiding it legitimately changes whether the project happens.

What a reviewer will want

1. The listing. The equipment must be listed or field-evaluated for this application. This is the whole basis; an unlisted controller is not a PCS. 2. The setpoint. What current is it limiting to, and against which conductor or busbar rating. 3. Every source it controls. All of them, on the one-line. 4. What happens on failure. How the system behaves if the controller loses communication. 5. Manufacturer instructions. 110.3(B) makes them mandatory.

The honest caveat

A PCS moves compliance from a number on a drawing to the behaviour of a device. That is a real shift, and it is why listing and setpoint documentation matter more here than almost anywhere else on a residential set. Show the reviewer what is being enforced, by what, and to what limit.
